Ferrybank Community Credit Union was founded in 1934 by dockworkers who could not get a loan anywhere else in town. Tanner Mutual started three years later in the back room of a leather shop. Next month, their members will decide whether to become one institution.
Over the longer term, economists expect job growth to concentrate in healthcare and logistics, driven by lower housing costs than the coast.
Marcus Teague, a third-generation resident of Old Quay, said Ferrybank Community Credit Union had little choice. “We can either invest now or watch the business shrink slowly,” Teague said. “We think the demand is real.”
What comes next
Property owners insist that interest rates, not greed, drive the numbers. “I am not getting rich on this,” said Teague.
Shoppers have adjusted in measurable ways: bulk purchases represent 6.1 percent of sales across the region, up from 29.9 percent before prices climbed.
Historically, the valley’s economy rested on a handful of industries: food processing, timber and shipping. Only one of those remains a major employer.
For Yara Solberg, the news is practical rather than abstract. “I have two employees who depend on me,” Solberg said.
- No branch closures for at least 20 months
- Clawback if hiring targets are missed
- Member vote scheduled for September 2
- New loading facility on the east side
- 323 new full-time positions by 2028
- Training partnership with the community college
The numbers behind the deal
Input prices remain a concern. Diesel rose 19.8 percent since January, and managers expect the increase will be passed along in their next round of orders.
Fees vary widely across the valley. At the least expensive location in the comparison, an identical set of items came to $62.85; at the priciest, it was $111.15.
The numbers are hard to read cleanly. Total output increased 21.5 percent compared with the same period last year, while costs grew by 9.5 percent, flattening margins for a second year.
| Metric | Ferrybank | Tanner Mutual | Combined |
|---|---|---|---|
| Members | 26,800 | 56,200 | 83,000 |
| Assets | $31.4M | $41.4M | $72.8M |
| Branches | 7 | 12 | 19 |
| Employees | 74,100 | 56,400 | 130,500 |
| Loans outstanding | $29.1M | $3.2M | $32.3M |
The long view
Economists see risks. Rufus Abernethy-Cole, who has run a small business in Fenwick Park since 2004, cautioned that consumer spending has softened, and that tariff uncertainty could slow hiring for several more quarters.
Shareholders will vote on April 2, after which the combined company would take a new name. If approved, the change would be completed next summer.
Labour organisers are pressing the company for guaranteed hours for part-time staff. The company said talks were ongoing.
Several firms have changed their model. A family-run grocery began offering wholesale to cafés, which now accounts for nearly a third of sales.
We have shown it works in a room we control. Now the real engineering starts.

The bright spots
Abernethy-Cole suggested a simpler way to frame the decision: “The question is not growth, it is who gets it.”
An analysis of state employment filings found that the number of new business licences in Brindlemoor fell 25.6 percent over the past five years, even as the population grew slightly.
Bankers report that demand for credit has cooled. A typical small-business loan now comes with an interest rate near 23.4 percent, versus roughly half that three years ago.
Executives is forecasting revenue of $86.6 million next year, and profits returning to about 29.8 percent.
A changing local economy
Family-owned firms have the thinnest cushions. Solberg said rent went up 13.9 percent since 2024. “My customers are feeling it too,” Solberg said.
Not every indicator is gloomy. Tourism spending climbed 24.3 percent this year, and restaurants in Tanner Heights have reported a return of out-of-town visitors.
County unemployment stands at 7.3 percent as of the latest report, just below the national rate, according to figures from the regional workforce board.
Timeline
- November 2017: Costs rise to $88.6 million.
- February 2019: Funding of $93.6 million is set aside.
- January 2021: A consultant report is published.
- August 2023: Costs rise to $22.6 million.
- February 2025: A revised plan is released.
- September 2026: A partial budget of $88.1 million is set aside.
What workers can expect
The deal carries a county grant valued at an estimated $24.3 million over 7 years. County officials say the abatement is modest compared with the payroll. Critics call it a giveaway.
On the factory floor, the response is cautiously optimistic. The advertised hourly rate is set at $18.85 an hour, plus benefits after 83 days. That figure is slightly ahead of the valley’s median wage of $27.12.
Questions remain. The proposal does not say how long the incentive lasts if jobs are cut, and officials declined to elaborate this week.
On the shop floor, the pressure is easy to see. New equipment went in in September, and managers say output is up 33.3 percent.
Bankers say that demand for credit has shifted toward shorter terms. A commercial mortgage now carries an interest rate near 16.0 percent, compared with roughly half that three years ago.

Small businesses feel it first
It is worth stepping back, and the picture is clearer: what happens this winter will determine the city’s finances well into the 2030s.
At a glance: 11 public meetings, $46.1 million in estimated costs, and a vote that could still slip.
Reporters asked Ferrybank Community Credit Union for a written response. A representative sent a short email noting that more information would be released in the coming weeks.
By the numbers: 8 years of planning, $36.6 million in estimated costs, and a final review that may yet change.

I have lived here for thirty years and I have seen this exact plan announced at least three times. I will believe it when I see the crews.
As a nurse at St. Aldric I can confirm the override part. The software is a tool, not a replacement for judgment.
The ferry is great. Took it with my dad on Sunday and he talked about the old boats the whole way across.
The part about the west side is the real story. Nobody on council lives over there and it shows.

Does anyone know if the public comment period is still open? The city website is no help at all.
Respectfully, the reporter left out that the same vendor ran the last pilot, which went way over budget.
Thank you for actually putting the numbers in a table. Most coverage just says "millions" and leaves it at that.

Made the apple cake twice now. Second time I used a mix of tart and sweet apples and it was even better.

Thanks for reading. We are planning a follow-up and would welcome tips at the address above.

Fair point, and thank you. We have added a line clarifying that.
My kids went to Larkspur. It breaks my heart to read this but I am not surprised.

Can we please stop calling everything a "smart" something? It is a streetlight with a sensor.

Copper Row Records is a treasure. Theo once spent twenty minutes helping me find a record I could only hum.
Went last Friday on the strength of this review. The sardines were exactly as described. Dessert was also exactly as described, unfortunately.

Good question. The documents we reviewed did not say, and the agency has not responded yet. We will update the story if they do.
Good piece, but I think the headline undersells how bad the seawall situation really is.

The heat pump rebate website crashed on me three times. Glad to know it was not just me.

I would love a follow-up on what happens to the workers at the old plant.
