Council approves revised $412 million budget after a 9-hour session

The spending plan restores two library branches and delays a property tax increase, but leaves the stormwater fund short for a third straight year.

Shortly after 1 a.m. on Wednesday, with half the gallery asleep and the other half holding hand-lettered signs about library hours, the Brindlemoor City Council voted 7–2 to adopt a $412 million operating budget for the coming fiscal year.

Ezekiel Marsh, an organiser with a local residents’ group, summed up the mood with some weariness: “People here are not against change. They want to know the plan will still exist in five years.”

Residents of Fenwick Park organised early. At a meeting in the school gym last February, more than 143 people filled every folding chair, and the comment period ran past ten o’clock.

What happens next

What divides the two sides is timing. Backers of the plan want to lock in today’s construction prices, while a vocal minority want to fix existing problems first.

Operating costs are the unglamorous line item. Opening a new facility attracts grants; replacing worn parts rarely does, Ines Valderrama said.

Not everything in the budget is contested. Even the plan’s critics agree on the expanded youth programmes, items that represent about $65.0 million in spending.

  • Funds a 4-year pilot in Larkspur
  • Sets aside $38.4 million for emergency repairs
  • Restores evening hours at two library branches
  • Requires quarterly progress reports to council
  • Delays a planned property tax increase by one year

The neighbourhoods left waiting

Several council members called on staff to return in 85 days with a breakdown of costs by district. The motion passed without debate, though Valderrama noted that “more studies do not build anything.”

Under the agreement, the revised municipal budget would cost roughly $34.1 million over 9 years, with nearly 20 percent of that financed through bonds. City staff project that the typical household would see about $13 more per year as a result.

Marsh keeps a binder of letters from the city going back to 2005. “I could wallpaper my kitchen with these promises,” Marsh said, flipping through it.

A familiar argument

Emails released under a records request show that department heads advised the Brindlemoor City Council as early as October 2023 that the original schedule was unrealistic. Those warnings were not included in the public presentation.

The independent audit suggested that 14.9 percent of residents in the study area are over the age of 65. This is significant because those households have the least room to absorb new costs.

One evening last week in Larkspur, the corner looked much as it has for decades: a shuttered storefront, a faded sign promising improvements.

We have shown it works in a room we control. Now the real engineering starts.

The view from Larkspur

A spokesperson for the Brindlemoor City Council told the Dispatch that the agency was working through public feedback, and that anyone with concerns could contact their council member directly.

What happens next is a second reading scheduled for December. If approved, construction crews could arrive as early as the spring of 2027.

Some business owners urged the Brindlemoor City Council to go further. The case they made rested on one point: other cities of similar size have already done this.

What residents said

The decision came after more than eighteen months of public hearings, during which the Brindlemoor City Council heard from hundreds of residents. Most of them asked the same question: whether the city could afford to wait any longer.

To Hana Kobayashi-Reed, that argument has a long memory. She has lived on the same block for 45 years and remembers the meeting where the original plan was first unveiled. “I am patient, but I am not infinitely patient,” Kobayashi-Reed said.

Valderrama said the revised plan was “a starting point, not a finish line.” Reached by phone, Valderrama acknowledged that several neighbourhoods would see little immediate benefit.

Timeline

  1. February 2017: Costs rise to $29.1 million.
  2. November 2019: the Brindlemoor City Council begins a study on the budget.
  3. October 2021: Costs rise to $57.8 million.
  4. October 2023: A neighbourhood group petition for a hearing.
  5. May 2025: A consultant report is presented to council.
  6. January 2026: A first draft is published.

Who pays

Federal regulators must sign off. An environmental assessment is expected to take 7 months, and new conditions might add both.

Opponents argued that the budget kicks the hardest choices down the road. “I have watched this movie before,” said Kobayashi-Reed. “At some point the bill comes due.”

Trust is the underlying issue. A Dispatch reader survey in November found that only 33 percent of residents felt their views were heard.

Attendance at the open houses ran lower than organisers hoped: 1556 people, most of them from residents over 50, according to a staff memo.

Expect more coverage of the budget as it develops. Anyone with knowledge of the issue may contact the newsroom by email.

The fine print

Inside City Hall, the arithmetic have shifted. Three members represent districts that would see little benefit, and a few have said privately that their support is conditional.

Housing advocates asked for a guarantee that no one will be displaced. The city attorney said such a guarantee would be added.

To understand the fight, it helps to go back. In 2012, the Brindlemoor City Council adopted a long-range plan that set a deadline that came and went. That promise sat on a shelf as administrations changed.

Comparisons with similar-sized towns in the region shows Brindlemoor is roughly in the middle. Penhallow, just down the river, finished a comparable project in 2023.

What the plan actually does

The Dispatch will continue to follow the budget in the coming months. Anyone with knowledge of the issue can contact the newsroom at the address below.

Reporters asked the Brindlemoor City Council for additional detail. A representative shared a short email noting that more information would be released in the coming weeks.

Reporting for this story drew on several weeks of reporting, including people on every side of the debate.

  1. The part about the west side is the real story. Nobody on council lives over there and it shows.

Made the apple cake twice now. Second time I used a mix of tart and sweet apples and it was even better.

Grocery prices are absurd. I drive to the store on the east side now because it is consistently cheaper.

Can we please stop calling everything a "smart" something? It is a streetlight with a sensor.

    1. Good question. The documents we reviewed did not say, and the agency has not responded yet. We will update the story if they do.

  9. Respectfully, the reporter left out that the same vendor ran the last pilot, which went way over budget.

Thank you for actually putting the numbers in a table. Most coverage just says "millions" and leaves it at that.
