On the fourteenth floor of the Halvorsen Building, a reception desk still has a bowl of mints on it, a little dusty now. The insurance firm that leased the space moved its last employees out in June, and the floor has been dark ever since.
For Kofi Mensah-Lyle, this news is practical rather than abstract. “I have two employees who depend on me,” Mensah-Lyle said.
Saoirse Lindahl, who studies regional planning at Valley Polytechnic, said the organisation was planning for the long term. “Standing still is the most expensive option we have,” Lindahl said. “This is a bet on the valley.”
A changing local economy
Lenders report that requests for refinancing is down roughly 11.2 percent. A typical small-business loan now comes with an interest rate around 11.7 percent, up from under 5 percent in 2022.
Households are changing habits in measurable ways: bulk purchases now account for 3.2 percent of sales across the region, up from 26.6 percent in 2021.
Industry observers are more cautious. Rosalind Achterberg, chairs the council’s finance committee, cautioned that consumer spending remains below its 2019 trend, and that tariff uncertainty could limit expansion into next year.
Inside the plant, the shift is visible. New equipment arrived last spring, and managers say output is up 22.4 percent.
- New loading facility on the east side
- 192 new full-time positions by 2028
- Tax abatement of $45.1 million over 12 years
- No branch closures for at least 14 months
- Clawback if hiring targets are missed
What lenders are seeing
A Dispatch review of county permit data shows that total new business licences in Brindlemoor fell 5.1 percent over the past five years, even as surrounding towns gained.
The package includes a property tax abatement worth roughly $33.4 million over 12 years. County officials say the incentive is modest compared with the payroll. Taxpayer advocates are not convinced.
Valley-wide joblessness sits at 14.3 percent last month, roughly in line with the national rate, according to the latest jobs report.
Developers insist that insurance and tax increases leave little room. “My mortgage reset at nearly double the rate,” said Lindahl.

| Copper Row | 1,397,000 | 19.0% | $33.21/sq ft |
| North Ferry | 2,575,000 | 23.8% | $30.72/sq ft |
| Tanner Heights | 5,566,000 | 21.2% | $24.94/sq ft |
Small businesses feel it first
Worker advocates have asked the company for guaranteed hours for part-time staff. The company said it already offers competitive terms.
For workers, the mood is cautiously optimistic. Starting pay starts at $18.99 an hour, with annual raises tied to inflation. That figure is slightly ahead of what similar plants pay elsewhere in the region.
The latest data tell a mixed story. Total output climbed 8.0 percent over the past year, while costs rose faster, flattening profits across the sector.
There were nights with eleven people in the audience and we played like it was a thousand.

Following the money
Shareholders will vote on September 6, after which regulators must sign off. Should it pass, the new structure could be finalised by the end of the second quarter.
Costs are far from uniform across the valley. At the least expensive location in the survey, the same set of items came to $65.33; at the highest-priced, it came to $115.90.
The board expects revenue of $88.4 million in 2028, with operating margins recovering to pre-pandemic levels.
What comes next
Not every indicator is gloomy. Tourism spending climbed 21.9 percent last year, and specialty retailers in the downtown core report steady weekend traffic.
Several details are unresolved. The proposal is silent on what happens to existing contracts, and officials did not respond to questions by deadline.
Before the 1990s, the valley’s economy rested on three things: food processing, timber and shipping. Only one of those still employs more than a few hundred people.
Small businesses have the thinnest cushions. Mensah-Lyle said insurance rose 31.3 percent since 2023. “I have cut my own pay twice,” Mensah-Lyle said.
Timeline
- November 2017: Costs rise to $74.1 million.
- July 2019: A first draft is released.
- June 2021: A first draft is released.
- December 2023: Costs are revised to $65.2 million.
- April 2025: the Downtown Brindlemoor Partnership begins a study on vacancy.
- February 2026: Funding of $9.6 million is approved.
What workers can expect
A few businesses have changed their model. A family-run grocery now sells repair services alongside new parts, which now accounts for about 10.3 percent of revenue.
In the long run, planners expect the valley’s population to grow about 5.9 percent by 2035, driven by lower housing costs than the coast.
Achterberg put forward a more sobering way to read the data: “The valley does not need more jobs so much as better ones.”
Input prices continue to be a source of uncertainty. Diesel jumped 12.2 percent since January, and buyers say that will show up in their next round of orders.
Commercial landlords insist that interest rates, not greed, drive the numbers. “Insurance on this building went up 42 percent in two years,” said Lindahl.

The long view
Reporters asked the Downtown Brindlemoor Partnership for a breakdown of the figures. An official sent a short email which said that the numbers were preliminary and subject to change.
Expect more coverage of vacancy in the coming months. Anyone with knowledge of the issue may send tips securely by email.
At a glance: 7 years of planning, $54.8 million in estimated costs, and a decision that could still change.
Taken together, and the stakes come into focus: choices being made now could define who can afford to live here.
In short: 7 years of planning, $58.5 million in estimated costs, and a decision that may yet change.

Can we please stop calling everything a "smart" something? It is a streetlight with a sensor.

Fair point, and thank you. We have added a line clarifying that.
The heat pump rebate website crashed on me three times. Glad to know it was not just me.
The fee change makes sense for big vendors and is terrible for small ones. Simple as that.
Thanks for reading. We are planning a follow-up and would welcome tips at the address above.
Grocery prices are absurd. I drive to the store on the east side now because it is consistently cheaper.

I would love a follow-up on what happens to the workers at the old plant.
The ferry is great. Took it with my dad on Sunday and he talked about the old boats the whole way across.

Made the apple cake twice now. Second time I used a mix of tart and sweet apples and it was even better.

Does anyone know if the public comment period is still open? The city website is no help at all.

My kids went to Larkspur. It breaks my heart to read this but I am not surprised.

Respectfully, the reporter left out that the same vendor ran the last pilot, which went way over budget.

Thank you for actually putting the numbers in a table. Most coverage just says "millions" and leaves it at that.

The part about the west side is the real story. Nobody on council lives over there and it shows.
Good piece, but I think the headline undersells how bad the seawall situation really is.

Copper Row Records is a treasure. Theo once spent twenty minutes helping me find a record I could only hum.
